JHow to use:
Burn any good program, I recommend ImgBurn and UltraISO. It is possible to work with USB:

How to burn Hiren's BootCD 11.0 + Keyboard patch:
- Extract 3 files KEYB.DAT, KEYB.SYS, PATCH.BAT to desktop.
- Copy file Hiren's.BootCD.9.7.iso to desktop
- Run file patch.bat
- Select US Keyboard type, after run patch.bat ---> XX Patched Hiren's.BootCD.11.0.iso -> Burn!
